First stage

Criterion: Milestones

Planning of the first implementation stage takes place in the beginning of the implementation phase. Intermediate objectives, measures, deadlines and responsibilities are determined. Intermediate objectives are formulated by the same criteria as project objectives - they must be effect-oriented and verifiable (see 'Formulating project objectives' and 'SMART project objectives').

The intermediate objectives of stage one will be the basis for discussing the first milestone. Which objectives have been reached? Which measures were successful and which were not? Has anything occurred that would warrant changes to the planning of the next stage? Are any corrections needed? A milestone provides the opportunity for adjusting strategies and for planning the next stage in detail (see 'Milestone meetings').
